If you are strong-willed,
you are determined to behave in a particular way although there might be good reasons for not doing so. The opposite would be weak-willed.
Eg. I've always said that when there's a will, there's a way. When I long for something, nothing will stop me from getting there. We can all be strong-willed, it's not that difficult, but the vast majority prefers making up excuses to committing themselves.
That's the easiest thing to do, I suppose.
